Default small clips on boat

Anyone know what these are used for I have 2 on each side of the boat?Click image for larger version

The only thing I can think of is some type of hanger for fenders.

I think there’s a small metal piece that slips in the notch that you tie the fender line to.

I've got a couple of those small metal rope clips sitting on my workbench that I've been meaning to give to a friend since before covid. My old 89 Wellcraft Eclipse 233 I sold to him has those. Finding only the clips is not the easiest thing ... the wider plastic clips are much more common.
