Default Shore power cords

Took my boat out for a spin yesterday and when I disconnected my shore power cords I noticed that they were very sticky. Looks like a black crud growing on them. I have bought cord cleaning before and didnt work at all.

I have two of them for my 01 3000 scr and these are around 5 years old. I'm curious what causes this ? The obvious..the sun ...is it breaking down the cords yellow rubber cover? Other than being sticky to the touch they are fine. No tears either .

What's going on here or is this just a natural process with being exposed to the elements outside and I replace them with new ones?
