If we're talking about the pressure water system (freshwater), then there would not be a seacock. The plumbing should go from the freshwater tank to the pressure pump to all the cold faucets and the water heater (optional). If there is an optional water heater, then the outbound side go to all the hot faucets.
There should be a breaker for the water and a switch (usually in the galley). There would (hopefully obviously) be water in the tank.
IS the constant on/off sound occurring when the water breaker and switch oare off?
It sounds almost like the tank is empty, water pump is running constantly attempting to build pressure, possibly overheating, then tripping the breaker.
Just a hunch.
