Default applying antifouling

I lifted my boat and at yard they removed the old antifouling.as you can see from photos.and they are telling me that prevuios work done wrongly and removal was by grinding and these photos shows some are fiber textures.
and they measure humidity content in some area the device beebs.
do I have to worry about applying antifouling directly.
or I have to apply jel coat first on spotted area.
or I should go for copper coat.

I would first apply a barrier coat such as interlude 2000, then bottom paint.

I agree, an Epoxy-based primer from Interlux or Petit would be advisable. I would apply several coats, as per the manufacturers instructions.

Bottom paint should be scraped and then orbital sanded, OR media blasted. Belt sanders and grinders have no business near the hull.
