Default Anchor Roller Bolt

Can anyone tell me if the bolt for the anchor roller should be going through the hole in the bracket above it, Or why previous owner configured it like it is. Not sure if I'm explaining it correctly but picture should help.

I believe the bolt should go thru the hoop bracket.
Only thought on the way yours is set up would be that the previous owner wanted to have the hoop lower and contact the top of the anchor shank. Or they replaced the roller/bolt and it was too short?

A picture of the other end of anchor might explain why, shackle may be to close to anchor winch.
Anchor may have been contacting bottom of pulpit.

Just my thoughts.

Here's another pic, you may be right Donald, factory probably had bolt go thru the u bracket and previous owner did a mod to keep anchor from hitting the fiberglas?

Just my 2 cents but it looks like the anchor could still move up farther and hit the fiber glass. Maybe the previous owner wanted it tighter on top of the anchor to prevent it from bouncing around. Looks like the bolt should go through the loop.
