Default Power steering is stiff

Another problem on my 95 3200 SCR. Seems that the power steering is stiff for a bit, then finally it turns okay.
This continues and doesn't get better or worse. Just hard to turn initially, then it turns okay.
I checked the power steering fluid, that checked out okay.
Any help would be appreciated.

check the rack and pinion that attaches to the drives on the aft transom....if there is rust there on the shaft...it cold cause it to stick...

I'll take a look. I know these are to get lubed every season. Since I just got this 3200, I guess I'll lube it. I dont think its the pump. I turned the wheel far left and right to bleed it, no foam in the pump I guess that means no air bubbles. Plus, its still stiff a bit. I'll see how it goes after the lube. My old SeaRay 270 with twin 5.7 used to turn with a finger. This 3200 needs some effort to turn. But once it turns a bit, then it turns fine. Then it sticks again.
