Which access panel is this? First, there are many types of hook and loop. The Velcro brand is the first. 3M makes a very very robust system of plastic hook and hook that I have used on access panels successfully. Seeing as how it is not clear what you're currently using or where it is difficult to advise further.
These panels are screwed into place from the factory.

I am talking about the mid cabin panel that access the central compartment with the water heater etc. It's a large panel that doesn't stay up well and the velcor glue lets go, etc, etc...
I would just replace the velcro. It's very convienient to be able to drop the panel quickly without tools when necessary. Mine still grip sufficiently, when it doesn't any longer I will just replace it
