Default Rail leaking Starboard Side

I have a small leak in my cabin, From what I am thinking it looks to line up with one of the railing mounts just above and towards direction of the bow from the head window. Figured I would just unscrew, put some 4200 in there and screw back down. Buddy of mine mentioned it is probably thru bolted and has a nut. Makes sense for stability purposes, but if that's the case, how the heck do I get to the nuts? I'm wondering if maybe I can access by taking out the cabinet in the head?? Boat is an 01 2400SCR. Any thoughts GREATLY appreciated!!!

On my 2400 most of the nuts are visible as they poke through the head liner. Can you post some pictures of the inside?
