Default Cuddy entry floor drain plugged

Just bought a 96 2400 scr today, it looks brand new inside and out, except a bad motor and stained carpet due to water entering the cuddy from the outside entry step. So i spray water in it, shop vac it out, back and forth several times.... still plugged. Then i get my scope and find that i cannot get very far but do not find a clog within the fist 4-6 inches. I read that this may drain into the cabin bilge so i looked at a drain tube to the port side of the cabin bilge, shove my scope in that tube and see factory fiber glass about 7 inches in, what is going on??
