Default 98 mMaxum scr 300 rub rail design flaw?

Hi Guys
working on the boat newly purchased going thru everything. THere was a few leaks from above comming into the engine bay. Turns out the water is comming in the boat thru the rivits used to attach the black rubber pc behind the stainless rub rail. these rivits appear to have been installed with a hand rivit gun & They rear of the rivits plit into 3 finger type pcs when installed . It would appear that the pin falls out over time . If there are un siliconed spaces between the black rub rail the water seems to be getting in behind the stainless & is free to roam untill it finds a rivit missing a pin where it enters the boat. Im not messing around the stainless rub rail is going to be removed & all rivies will be sealed & all the screws will recieve a gob of 3m 5200. When i did this to the rear of the boat all my leaks were cured. I dont want to take a chance with the rest of the boat.
