Default Ski tow hook loose - stern

Hey Guys-
On my 1998, 1900 sr2, I've noticed the hook is loose with no cracking in the transom externally, but for the life of me I can't see the tightening nuts from inside the engine compartment. Maybe the bolts are stripping? I know if i can get to them, to add a alum/steel reinforcement behind there, and new tow eye possibly, but should this be that hard to see/access?

If you search for this subject you will see others having this issue. There is no access and the others have drill holes that are behind the hook to gain access. Some have installed access plate to give it a finished look.
