if it's a hull valve with nothing attached..then I'd do one of 2 things...I'd remove the valve and have the holes reglassed back in and gelcoat applied to the outside...would only cost a couple hundred bucks US....
or...safety wire or tie wrap the valve handle closed so that there is no possible way they can be turned by a crazy or wayward kid ...angry exwife....or ticked off girlfriend...
reglassing it in is the way to go..
one less thing that can fail and let water into the people tank...
