Default New Engine Decision

Hello I have a 2004 Maxum 2200 SR3, original Merc 5.0 MPI engine with 560 hours. It has had a lot of trouble starting and idling lately and my mechanic said there was a lot of water in the cylinders and he doesn't recommend trying to put any more money into the current engine. He advises I either get a new engine starting around $15K or get rid of it. So looking for advice on what to do. The boat is in good shape for a 2004 with no paint. Is it worth getting a new engine if I like the boat? Is there any market to sell a boat that isn't running but in good shape otherwise.

Appreciate any advice

Well, ANY water in the cylinders is too much water.
