Default Air in hydraulic steering system 4600 SCB

I have a 98 Maxum 4600 SCB with a basic hydraulic system. I noticed the clear plastic loop that connects either end of the steering ram is disconnected at one end and its obviously full of air. If that is the case how is the steering working (its been like this since I bought the boat 4 years ago)? Has anyone filled & bled their system using the attached method?
