Try heating the ring with a heat gun but not too hot. Then use channel locks to turn it.

That wheel is not connected to your Speedo.

Some other instrument is using it though.

But speedo on the dash- that's only fed from the starboard drive, right?

Yep starboard drive pitot is connected to helm speedo.

Do you have the aftermarket unit that uses the thru hull paddle wheel?

That should be for your depth finder. The paddle-wheel was never used for your Speedo. It doesn't matter whether it spins or not.

That's the depth finder? There's a round transducer on the starboard side that I thought was the depth sounder

Do you have a picture of it from the outside? that type of installation is typically a transducer however I have seen speedo impeller installed this way.

Either way it is connected to an aftermarket unit and not an OEM helm gauge.
