Exclamation 1998 32 scr BIII drives

Since i have had my boat (5 Years) the steering has always been snug . This winter i removed both motors and rebuilt transom assembles when done there was no play or leaks i could move drives out of water by hand the wheel would turn on helm. I removed all air in power steering pump and a new rack at helm . Launched boat still not as easy as my truck some drag still when not moving and going slow. I think its the ram or the pump but don't want to throw parts at it if i am wrong any info would help
Thank You

Bill

You said the drag is only present when still or going slow so does this mean at higher rpms the drag goes away? If so I would suspect the pressure regulator in the PS pump.
