Can you see the inner transom plate? If so any signs of discolor from a leak by the steering arm? Also power steering cooler is located on back of engine and may be leaking.

Steering arm seal should leak while sitting and not cruising... It can be changed without moving the engine or taking the transom plate off, but everything else attached to the transom plate has to come off and holes cut or drilled into the transom plate to access the steering arm bolt... But that's probably not your issue.

The seal may or may not leak while sitting depending on how the boat sits in the water.
It can be replace without pulling the engine. JR marine has a kit.

At rest there is no pressure in the cooling system. When the engine is running there is pressure on the output side of the raw water pump so trace the hoses and look for signs of leaks.
If you run the engine and let the boat sit in the slip do you still get water in the bilge?

I thought I posted to this, then I realized I had posted to the other thread, then after realizing there was a duplicate, deleted it.
So here goes again, even though much of my thoughts have been mentioned, I'll echo them again. If it were the transom assembly it would be occurring while at rest, since the transom assembly is out of the water when on plane.
This sounds more like a waterpump or cooling system issue. What type of engines? Some model 496's came with a plastic cooler manifold that was known to crack. They put out a service bulletin on it. I have a metal one, but had the factory hose slip off while underway once.
Belt Driven water pumps are known to develop leaks over time. I would be looking hard at the water pump and the entire cooling system.

So no water in the bilge when in its slip whether the engine is running or not.
Only get water in the bilge while underway.
All I can say is at higher rpm the raw water pump is turning faster hence flowing more water. Good luck chasing this one down. Be sure to let us know you findings.

I did a interstice inspection ? Its got a drip every min or so from the plastic elbow area witch sucks water in? so maybe the oil line below it that goes to drive reservoir. thats the area i see it dripping from onto Y pipe more to left of y pipe ? And clues ???

Ok that fitting is where the raw water comes from the outdrive and connects to the engine driven raw water pump.
So is it leaking from the hose or the gasket interface to the transom assembly?
Have you tried to tighten the hose clamp?
Yes that is the gear lube line from the reservior.

i had that problem a few years ago. mine turned out to be a chafed hose on the raw water pump intake. it was against the motor mount and was not evident unless i hung upside down over the engine and felt it with my hand.
