Default Water getting into Carb

I have a 98 3000 SCR and getting water into the starboard carburetor when washing down the deck. Should there be a gasket on the air cleaner cover? does anyone else have this problem?

There is no gasket between the flame arrester and carb, are you cleaning the deck with the engine hatch closed? Hose or pressure washer?

I have not heard anyone mention this as an issue.
