Default Trim Limit Switch Adjustment

Merc alpha 1

I measured the distance of the trim cylinders (bolt to bolt) with it up all the way

I measure 25 in

I read it should be 21 & 3/4

want to make sure that's right. cause no matter how much I turn it, it goes to the same length

also should the trim motor stop at that point?

The trim limit switch has a star pattern with one point being larger which needs to be position at the proper position when installing the switch. Under Documents if the transom assembly manual with the directions for this.

turns out the up / down switch on the throttle is only working in trailer mode

This is typically due to a bad trim limit sensor.

so the up switch will not work if the sensor is bad?

It has an down arrow / up arrow / trailer

Correct. The trailer switch bypasses the trim limit sensor to allow the drive to be trimmed all the way up. Both use the same up solenoid on the trim pump assembly.
