Standard Timing settings on a 1996 4.3 Vortec?

Does anyone know the standard timing settings for the 96 4.3 merc? I've read quite a few conflicting reports but I've seen this a couple of times:

ground out the purple/white wire before start and then set 10 degrees before TDC with a timing light

Does anyone agree/disagree I've got the service manual but can't find anything in it other than just setting it to near TDC to get it running after rebuild

EDIT: having just read the sticky at the top of this page. so the mark on the front pulley is 10 degrees BTDC not TDC is that right? and according to that I need to make it 7 degrees?. I've made a vernier scale and stuck it on but assumed that the mark was TDC?????
