Default solenoid testing - Issue

I have a 1993 maxum 2200 - having issue with starting - had starter rebuilt - It still has symptoms of issue - I can hear the slave solenoid click when starter will not crank - I don't know if it is the rebuild/starter solenoid or the slave solenoid. I tested the battery - shows good volts and cranking amps. Anyone have similar issue and what was the remedy?

Does the battery show 12V when cranking?
Are the battery cable connections clean and tight at both ends of the cables including the ground to the block?
What is the voltage on both terminals of the slave soleniod when cranking?
What is the voltage at the starter soleniod when cranking?
Last are you sure the engine is not hydolocked or siezed?

I agree with Mike. Move down (battery to device) or UP (Device to battery) systematically checking each component.

I've jumped solenoids for a quick test (few seconds), just to see if it is the internal gate. It very frequently is simply a need for a new one, particularly if it is 24 years old.
