Default Safe shift RPM - Cummins 330 Diamond

Been searching for an engine manual for a while, no joy.

Would like to know the max safe RPM for gear shifting for a Cummins 330 diamond.

Minimum Idle Speed Setting .................................................. ............................................. RPM 600
Normal Idle Speed Variation .................................................. .......................................... RPM ±50

Typically it would be recommended to shift at Idle. So, throttle pulled back to the pin.

Thanks shrew. Idle always makes sense, somewhere along the way I ran across the words 'minimum safe' - my guess is that they meant idle.
