Only reaching 16 mph

I have 3200 maximum 1998. Both engines lost a lot of power. Only reaching 16 mph. Starboard engine just cranked. Changed rotor and rotor cap and ignition module. Had a mechanic look at it and check my plugs. Said all plugs were fouled. Replaced all 16 spark plugs and everything started fine. While looking at all the plugs they all had a gas smell and were black. Did some research and found that it may be rich. Just getting your opinion. Thanks

Your rich condition could either be carb adjustment/rebuild needed or week spark.
