Default No water in 1/2 of block?

Took the boat out for less than 30 minutes yesterday. Came back in because it was waaaaay too cold for my wife! Decide to drain the block because temp was going to drop to 29 degrees here in Charlotte. Pulled the block drain on the starboard side and water came out. Pulled the drain on the port side and no water came out. Any ideas?

stick a piece of wire or a small screw drive in the hole and wiggle it around, scale (rust flakes) can block the drain.

+1 on the wire. They clog every once in a while, so a stiff wire does the trick.
