Default Idle stalls, got a twist on the IAC /TKS module

I have a 2009 1800 SR3 with a Mercruiser 4cyl 3.0 engine. Love the boat hate the reoccurring idle issues. Like most threads that have idle issues, mine seems to point to the IAC / TKS module. However, when the engine stalls I pull the IAC/TKS module and the cylinder is extended as the carb manual described. Hence my frustration. All the symptoms point to the IAC/TKS module but that does not appear to be the case. I have bombed the carb with cleaner with no improvement. Like everyone else when I put power to the lower unit it runs like a sewing machine but promptly stalls when I return to idle or idle speed. Any suggestions?

I have read folks cleaning and cleaning and there is still blockage. I have also read some folks giving up and installing a carb with choke.

The TKS is suppose to make starting easier but time and time I hear folks say after a week the bowl goes dry and they need to crank and pump just like a carb with choke so they just install one and don't have the idle issues.

does it stall out with throttle cable disconnected? maybe idle speed set to low?
