I ended up going with Mercury manifold and elbow. I'll check the gap on all of the plugs. Thanks!

Just updating this thread. The new manifold and riser resolved the hydrolock issue and even better got my boat running strong again. I have another thread I'll update in a bit, where I couldn't get my boat on plane. That's not an issue any longer. I bought this boat knowing it had an engine issue and got a big discount because of it. Big enough to replace the engine if needed. Luckily it was a cracked manifold this whole time. Thanks for all the help.

Did you just do one side? They are usually swapped out in pairs.

I only did one side since this is a freshwater boat. I'm thinking that this manifold froze at some point. It's on the opposite side of the heater and the heater is pretty weak. I've purchased a new heater and I'm going to try to rebuild the old heater to have as a backup. I do think that I'll do the other side next season. I mentioned that my boat is running strong again, but I'm not sure if it's running perfect. I'm hitting between 35-36mph. I think this boat is supposed to get around 39, but it is almost 20 years old.
