Hydraulics

I went to drop my Maxum 17SR with a 4cy I/O and my hydraulics would not go down with the down button? When I push the button down, up or trailer I get a electrical “knock”? I pulled my fuse and it fell apart. So I am replacing it, I also checked my hydro fluid and I think its low. I will do thoughs two items first any other ideas or items to check?
