Default Coolant lines are hot on Starboard, cool on Port. Thermostat?

1997 1900SR, 4.3L, Alpha 1.

Today I ran the boat in my driveway with fresh water muffs for about 10 minutes. Engine temp gauge showed normal. From the thermostat housing, the 2 hoses on the starboard side were warm, but the port side hoses were cool.

Is this normal or does it indicate a possibly malfunctioning thermostat?

Sounds normal to me. Check out http://www.perfprotech.com/blog/arti...d-cooling-tips This shows the cold manifold system you most likely have installed. You will see one port line is the raw water intake and the other pushes the mixed water from the thermostat housing to the manifold.

I would invest ~$50 in an infrared handheld thermometer and take reading on the thermostat housing and manifolds. As long as they are not exceeding 175 degrees you are good.
