Default Alarm Not Working

I have a 1997 Maxum 2300 SR, 454 Carb engine. The alarm that comes on when you turn the key, and if the water temp, oil pressure etc is out of spec, is no longer working. I disconnected the buzzer under the dash, and there is 12 VDC with the buzzer off, only 600 mvDC with the buzzer back on line. I tested the buzzer with a 12 VDC battery, and it was plenty loud. I trace the wires, purple and tan/blue, and all connections at the water temp sensor, drive oil reservoir, and oil pressure look clean. Help!

Not to appear simplistic, but is your tether switch activated?
