Default '99 Maxum 3300 scr Outdrives

Has anyone experienced this? When I go through the Ballard Locks, outgoing, sometime my outdrives seem to cock up a bit and as I motor out, I can hear that they are not all the way down. Like they have a mind of their own. Weird. Now I automatically hit the switches down as I leave. Is this common?

Do they raise slightly when you go into reverse as well? Is it very shallow there? IS there a chance you're dragging the skegs or hitting them on something in this area? I was discussing drives with my mechanic this weekend who said that a drive should pop up if something is struck. air the lines could cause this as well, though the same would occur if you wnt into reverse as well. Otherwise the area itself shouldn't really cause this type of condition.
