Default 1998 3700SCR w 7.4 MPI

Hello to all of you.
So I am thinking about buying a 1998 3700 SCR w 7.4MPI.
I test f drove it tosay. WOT I could only get 4200 top speed was only 25MPH
Cruise speed was 20.5 .at 3200 - 3400RPM.
This was on Lake Erie less than 1ft waves 1/4 tanks full and a total of three people on board.
Is this as good as it gets?
My surveyor says I should get 4500-4600 Rpms .at WOT and cruise at 23 MPH .at 3200RPM?
Can someone who has this boat chime in.

Is there any growth on the bottom? What size props are on the boat?

Hopefully someone with a similar boat will chime in.

It doesn't appear to have any growth on bottom.
I am assuming stock 4 blade props.
The most appears to be in excellent condition with only 470 freshwater hours.

Reducing the pitch should get the rpm to proper WOT and help speed. A good prop shop should be able to rework the existing ones.

Still hoping someone with a similar model comments.

3700 has inboards.
