Default Mystery Charger

Hi. Has anyone seen a charger like this? It almost appears to be an RV style. Gauges don’t move when shore power is switched on. Just bought the boat and survey inspector thought it might be an RV battery charger.
Likely changing it out regardless but don’t know why it doesn’t seem to work.

Agree it’s not a marine charger. Are the wires connected to the batteries? If not that why the amp meters don’t move. Either that or the batteries are fully charged and not pulling any current from the charger.

If it is, it's either a very low Amp charger, or the charging cables are very small.
