Default Tire failure - possible axle alignment problem?

I had tire failure last weekend on my way home from the lake. Sheared off the center of my tire. Looking at the side view, it looks like the tire assembly/hub has shifted back. However, looking from the inside out, there does not seem to be any movement at all...viewing the rust lines. Should there be a difference in this measurement as seen in the attached pics? Could the fender hit the tire to cause this failure? I'm not familiar with this setup and would like some input.
