applying antifouling

I lifted my boat and at yard they removed the old antifouling.as you can see from photos.and they are telling me that prevuios work done wrongly and removal was by grinding and these photos shows some are fiber textures.
and they measure humidity content in some area the device beebs.
do I have to worry about applying antifouling directly.
or I have to apply jel coat first on spotted area.
or I should go for copper coat.
