If it’s the standard manual toilet it uses sea water and there is a seacock in the engine compartment.

So there's two valves. Opened both and....nothing happened. Am I missing something? I pumped the toilet and nothing.

Ok I have to ask, is the boat in the water? If yes did you flip the valve on the toilet to wet then pump? If yes the pump may be bad and you get buy a complete replacement for under $100 or rebuild you for even less. Either way is easy job.

piping in here, I have a 1999 2400 SCR, the seacock on mine has a lever, down when off and I pull up when turned on. I don't see that in the picture you provided.
You should see water coming in and pumping out.

Correct the the seacock handle is inline with the hose it’s open and when perpendicular to the hose it’s closed.

Should always be attach and closed if not in use. That picture shows mine closed, handle up and it’s opens. Then move toilet from dry to wet.

Ok. So toilet is now working great.
However, when water is pumped etc I have water showing up in the rear where the bulge pump is. Aft pump. Is this normal or do I have a leak somewhere between the toilet and either supply or drain?

Sounds like either a leak in the waste hose or holding tank. Try disconnecting the waste hose at the head and see if water still shows up in the bilge. Note you will get water in the head area that should go into the shower drain and can be pumped out by running the drain pump.

Replaced the whole upper mechanism. Could have rebuilt with gaskets but it was missing parts so I took the easier route.
I don't know if I can see hoses beneath behind the refrigerator but there is certainly a leak but it seams anytime you pump it. So I'm guessing it's more a supply issue than waste but shall hopefully find out soon

If you are pumping water into the bilge, you have a leak... Bilge should ALWAYS be dry!!!
